ANIMAL USE CERTIFICATE PROGRAM DIRECTIVE *
Purpose:
Article 1: To provide basic training on using experimental animals within the framework of ethical rules to those who will use experimental animals at Çanakkale Onsekiz Mart University.
Scope:
Article 2 : The provisions of this directive cover the principles regarding the organization of training programs for the training of researchers who deal with and/or will deal with experimental animals, and the opening, arrangement and execution of certificate programs for the use of experimental animals, conducted by Çanakkale Onsekiz Mart University Animal Experiments Ethics Committee (ÇOMÜHADEK) . . ÇOMÜHADEK is responsible for the opening, organization and execution of Experimental Animal Use Certificate programs.
Basis:
Article 3: This directive has been prepared in accordance with the 7th and 8th articles of the ÇOMÜHADEK directive and the 15th article of the Regulation on the Working Procedures and Principles of Animal Experiments Ethics Committees.
Article 4: Students, researchers, academic, health, technical and administrative personnel who want to do all kinds of education, research, practice and testing using experimental animals or who contribute to the making of these programs by touching and observing experimental animals are considered experimental animal users. Users of experimental animals cannot operate on these animals for the purpose of experimentation, training or testing without obtaining a certificate, and they cannot house these animals in their working areas . In animal experiments that are submitted to the approval of the ethics committee, if the person who will use the experimental animal does not have a certificate of use, the study is not approved by the experimental animals ethics committee.
Exceptions:
Article 5: If a researcher does not have his/her own certificate, he/she may apply to the experimental animal ethics committee in order to collaborate with other certified persons as research directors. Researchers who participate but do not directly deal with experimental animals can continue their experiments with the help of certified experimental animal users.
Course Periods and Training Principles
Article 6 : How the certificate program will be carried out is determined by ÇOMÜHADEK The ethics committee organizes a Certificate Course at least once a year within the calendar it will determine. If deemed necessary, fees may be requested from the trainees.
Article 7: It is obligatory to deal with the following subjects in experimental animal use certificate programs;
a) Experimental animal morphology (anatomy and histology) b) Experimental animal physiology c) Animal experimentation ethics and alternative test methodsd) Experimental animal handling techniques (theoretical and practical) Grip techniques Injection techniques Blood collection techniques Anesthesia-euthanasia techniquese) Basic laboratory safety
f ) Application to the ethics committee and the functioning of the committee Depending on the requirements, the Ethics Committee may add additional topics.

Article 8: It is compulsory to attend 80% of the courses in the certificate program for the use of experimental animals. The certificate program is a minimum of 80 hours. After the compulsory subjects are covered, the rest of the time can be completed with other educational activities such as laboratory internship and rotation. Animal caretakers and other auxiliary personnel complete the 80-hour training with 31 hours of theoretical lectures and 49 hours of practical work in experimental animal laboratories . Researchers, technicians and technicians complete the 80-hour training with 40 hours of theoretical lectures and 40 hours of practical work in experimental animal laboratories . Legislation course is given by expert personnel. Subjects other than legislation are given by faculty members who have at least a master's degree or have a certificate of education. "Experimental Animal Use Certificate" is given to the trainees who attend the classes and fulfill the success conditions. Experimental animals use certificate is signed by the chairman of the ethics committee and the rector.
Success and Evaluation
Article 9: In order to be considered successful, the trainees must get at least 70 points out of 100 from the exam to be held at the end of the course.
Responsibilities of Trainees
Article 10 : Trainees have to abide by the rules determined by Çanakkale Onsekiz Mart University. Equivalence Article 11: Animal Experiments Central Ethics Committee (HADMEK) decides whether the certificates of use of experimental animals or similar obtained from other institutions are equivalent. The Local Ethics Committee decides whether the training received on the use of experimental animals at the undergraduate / graduate level is equivalent to the certificate program.
Provisional Article 1: Article 4, paragraphs 2 and 3 of the directive come into force one year after the effective date of the directive.
Temporary Article 2: If they apply to the Animal Experiments Ethics Committee within 1 year from the date of entry into force of the directive, those who certify that they have worked with undergraduate, graduate, specialty, doctoral and/or laboratory animals for at least 1 year, who have passed the appropriate training programs before the effective date of the directive. As a result of the evaluation to be made by the Ethics Committee, an "Experimental Animal Use Certificate" can be issued.
Effectiveness :
Article 12: This directive enters into force from the date it is accepted by the university senate.
Execution:
Article 13 : The provisions of this directive are executed by the Rector of Çanakkale Onsekiz Mart University. * This directive has been issued within the framework of the Circular on the Experimental Animal Use Certificate Training Program issued by the TR Ministry of Environment and Forestry, General Directorate of Nature Conservation and National Parks. This directive was approved in accordance with the decision of the Animal Experiments Central Ethics Committee, dated 02.02.2009 and numbered 10.
